Civ 6 diplomatic victory

I know I should prioritize diplomatic favor, be suzeran of many city-states as possible and not fall too far behind in all the other things (science, culture, gold, etc), but I feel it's a victory type without a very obvious path so any help is useful, thanks in advance!!! Vote. 0 comments. Best..

I just played a game as Gran Colombia gaining 22 diplomatic points for a diplomatic victory but still the game counted it as a defeat when the final turn came around 15 turns later. Anyone else had issues with having all qualification for a victory but not getting a victory? Diplomatic Victory seems very easy to me too, although the AI can really hold on to those CS allies to the point where I consider the CS system a bit broken. The key to Diplo Vic, it seems to me, is getting a good start at the Congress. The WC is very easy to game with Forbidden Palace and first host position.
